The Transitioning Offenders Program (TOP) is a peer-to-peer Washington reentry organization created by formerly incarcerated people to help others prepare for release and reconnect with community. TOP builds individualized release packets, maintains a statewide reentry resource database, and supports planning around housing, employment, treatment, counseling, education, transportation, and other basic needs.
